sheriff carHARRISON COUNTY – Sheriff Ronald J. Myers of the Harrison County Sheriff’s Office reports a five week investigation into an adult male having inappropriate contact with a juvenile via text message has come to an end.

The investigation began approximately five weeks ago when a Harrison County family reported discovering inap- propriate text messages from an adult male to their young daughter. Deputies from the Sheriff’s Office obtained the child’s cell phone and began to impersonate a 13 year old girl via text message with the adult male. During the course of the investigation and subsequent text messages the male, later identified as Donald E. Rouse Jr., sent text and picture messages of a sexually explicit nature to a Deputy posing as a 13 year old girl.

On Feb. 20, 2016 The Harrison County Sheriff’s Office with assistance from the Steubenville Police Department obtained a search warrant for the home of Donald Rouse Jr. located on Plum Street in the City of Steubenville. Deputies from the Sheriff’s Office along with Officers of the Steubenville Police Department executed the search warrant and located Donald Rouse Jr. along with cell phones and drug abuse instruments.

Donald E. Rouse Jr. was placed under arrest by the Steubenville Police Department on the drug abuse instrument charges. After being interviewed by Deputies Seth and Jay Saylor of the Harrison County Sheriff’s Office felony charges are pending in Harrison County on Rouse once the Steubenville charges have been completed.

Donald E. Rouse Jr. is 49 years of age.

Sheriff Myers would like to remind all parents to be involved with their children when they are using electronic devices and to always monitor your child’s social media. This incident did not lead to a tragic ending due to the involvement of the parents initially by monitoring their child’s phone.

The completed report is being forwarded to the Harrison County Prosecutor’s Office for review so the appropriate charges can be filed in this matter.
